The quintessential villain
There can be no light without darkness and all that jazz. So which series villain has given Sonic the most ample leverage in his pursuit of the title "hero"? This doesn't necessarily mean your favorite villain, but the one you think has, at some point or other, posed the greatest threat, or could potentially pose the greatest threat in the future.
It's a tough call, but my vote goes with Gerald. It takes some kind of mad skillz to organize the destruction of the planet 50 years after your own death, plus I'd say the whole ARK disaster was about as close as it's ever been cut.

If it's a threat to Sonic personally, then I'll say Metal Sonic. Not for his recent appearance, but rather for his role as a nasty metalic equal like in Sonic CD. I died a LOT against that boss.
But for threat to the entire world, then I'll go with Chaos. I mean, he's completely immortal and he's already managed to destroy the world once. Levelling a whole city in less than a minute and wiping out nearly an entire race in one second is also a pretty neat feat.

I have to go with simplicity, it's Dr. Eggman all the way. Sure, Metal Sonic is an absolute badass. Sure, Chaos is really fuckin' big and angry. Sure, Gerald is a crazy dead man whose evil ambitions extend beyond the grave. But Eggman is the critical figure--he's the catalyst for these others who might seem more intimidating. These other guys tend to be one-shot villains at best, but Eggman will (I assume) always be there, just like Sonic will. The fact that Sonic triumphs over villains who are tougher than Eggman is by himself is exactly what makes his heroism excel over Eggman's villainy, so while Eggman might not be the one who has come the closest to destroying the world (interesting that the entire SA+Heroes series has been about Eggman harnessing powers that he can't control) he is the one who matches "villian" to Sonic's "hero." Or something like that...

I vote for the Biolizard. I mean, Metal Sonic is an rival, Eggman is a mad scientist, and Chaos is an enraged god/divinity/whatever.
But the Biolizard...Gerald had a HUGE grugde against humanity, and he used it when creating the Biolizard:

I'd give Gerald more credit as a force of evil if he didn't deliberately design Shadow so that he'd have a choice whether or not mankind was deserving of survival or destruction. The guy might've been insane at the end, but he still had enough sense to leave a loophole just in case his convictions were wrong after all. It makes me think that the whole scheme was more of a test of worth than an attempt at annihilation; like he secretly wanted mankind to be saved, if only they could prove they deserved to be.

Gerald was actually insane from the beginning. The Ark was supposed to be a research station, but Gerald apparently designed it with the ability to turn into a giant planet-destroying laser cannon in the shape of his face. That's not something a sane scientist does, so it would seem that his marbles were not all there from the beginning.
Gerald also gets props because of the very real possibility that he actually "created" Sonic. Shadow doesn't seem to be the original UL - but rather a duplicate designed at the last minute to take revenge. There's problably a more benevolent one running around - between BioLizard and Shadow. And Sonic seems to fit that bill. We'll know for sure if anyone ever slices his arm off and it grows back.
So Gerald's pretty ahead for possibly creating Sonic, and being insane from the beginning - and only going MORE insane after Maria died.
Dr. Eggman's career has gone downhill since the Death Egg incident. And while he once was an intimidating foe, he's seen better days.
Mecha Sonic is the crappy version of Metal Sonic. And Metal Sonic, while a bad-ass - obviously isn't bright enough to qualify as a real threat. He did a couple of stupid things in Sonic Heroes that could be blamed on bad writing - but I won't give him that much credit. He neglected the Chaos Emeralds, he transformed into a piece of hunky junk that couldn't use his speed attacks, and he wasn't even able to defeat freaking Big the Cat.
Fang's a minor enemy. He's cool and all, but he's a lackey - not a mastermind.
Witchcart is just a bat-shit insane witch in a minecart. She's notable for being one of the few female villains - but aside from that - she's just another peg in Tails' solo career.
Great Battle Kukku XV was ugly as sin and not at all as cool as his underlings.
Tails Doll is a villain? I'm not even going to give him and Metal Knuckles a second thought.
Pachacamac was like a South America, Echidna, version of George W Bush. If he had the resources, he could've been a real terror. But in the end, he was just a South American native with a fiery temper.
Chaos is a bad-ass. He's a god. A force of nature. You know that whole great flood, Noah's ark deal? Chaos was problably the one who caused that and nearly brought extinction across the land. He's also immortal, and never talks. he's just a force.
Void doesn't belong in the Sonic universe. He looks more like a reject from NiGHTs too. And while he'd be cool in that game, his whiny-ass actions in the land of dreams are stupid when compared to the rest of the villains in this list.
BioLizard was a slightly intelligent super-animal. He wasn't a danger itself, but just another lackey of Gerald's. Also, he was half-dead and had to be kept on life-support. Doesn't exactly inspire terror. He belonged in a hospice, not in a boss battle.
Gmerl and Emerl are pretty scary. Ancient super-weapons - possibly of ancient alien origin. And totally out of control and half-broken. The only thing that makes me refuse to consider them for this list is that they're not really evil. They're just following their programming which doesn't appear to regard the life of Earth as a priority.

Eggman, circa Death Egg saga. Not only was the Death Egg essentially his nastiest creation ever at the time, he actually managed to put a clear hold on the most powerful Emerald in the entire world and hold onto it long enough to use its power.
That, I think, was the most climactic period in the entire Sonic saga. Just behind him is Chaos. While Chaos didn't have any sort of elaborate plan, he was able to destroy things quite well.

I pick Eggman. While the evil scientist is no longer the direct source of major threats, he still acts as the catalyst for the danger posed by the newer villains (excluding Void). For example, if it hadn’t been for Eggman releasing Shadow or Chaos, or creating Metal Sonic, I doubt any of the threats from the villains in Adventure 1, 2 or Sonic Heroes would have occurred.
As all the other villains are either dead (Pachacamac, Gerald), ‘reformed’ (Chaos, Void) or have disappeared (every one else), Eggman will probably continue to be responsible for future threats in the Sonic universe.

I would imagine fucking crystal would hurt an awful lot. But I've heard of people being fucked BY crystals - glass dildos can be heated for extra realism - apparently.

It's a tie between Chaos and Pachacamac. Pachacamac, because if he wasn't such an asshole, no one would have had to deal with Chaos. Chaos because (aside from Pach) is the only villian who has actually killed people.
Then again, GUN managed to capture Sonic twice (in the same game), something Eggman has never managed. They should get props for that, though they aren't on the list. Their jackassery also got the world into trouble with the whole Biolizard thing. And while the Biolizard didn't actually do anything, he did pose a great immediate threat.
