The article is fake folks.
It's creator, MILOX4, who first posted it on the nintendo.com forums finally admitted to it being a fake.

I think he was referring more to the fact of Sonic being in Brawl at all. Not SEGA's tardiness with approving it.

I wouldn't put it past SEGA to hold out for a hefty sum to be paid to them. After all, people have been photoshopping him into screenshots of Melee for years, and its all Smash Bros fans talk about. EGM even did a hoax of it. SEGA knows there's huge demand for Sonic to be in it.

Ventendo is the name of the magazine as I can read

If that was a Spanish magazine I could assure you that it is fake xD (I still remember Shenmue 2 for PS2 in of the cover of the most sold videogame magazine...) I only know two reliable Spanish websites... but I don't know about mexican magazines, (except that this one has some big orthographic faults...)

Fake from the very beginning, even mexican and/ or spanish game mags have some production values (they don't use plain white text background, never), and the typos are totally laughable. The right name of the mag is just Club Nintendo.

I had meant more the fact that Sonic's technically already IN Brawl and only has one hurdle to go before finally getting in...but now that the article's fake, it doesn't really matter, does it?
