It fits the context of Jungle Beat, but kind of feels out of place anywhere else. It helps to know that particular voice is provided by the same guy how voices Ganondorf.

And Bowser talks, most notably in Sunshine.

I've seen this guy's work before, he draws everyone with nails in their eyes. They're supposed to be eyelashes.
