It's arbitrary and depends on hormones, really. I hit puberty when I was 9; some people don't until they're 14. Besides, your sexuality has nothing to do with being sexually active.

I doubt someone who thinks like this would also be have same-sex fantasies at eleven. There's a big nature vs. nurture when it comes to homosexuality. I do believe that someone's sexuality is genetically influenced, but it's hard to classify a sexually undeveloped person as yet anything.
