I am guessing "early in development" means "if I tell you how far along the game really is, you'll expect me to show you screen shots, or demand we release it right now." This probably isn't exactly the case, but I would cynically assume that all the parts are already close to finished and they leave "early development" as soon as Sega's marketing guys have determined the optimal release schedule to maximize sales.

The six people left at Sega of America are simple yes men who shovel shit into the mouth of girly Sonic fans. Evaluating everything Ken and that other fat-fellow say in contrast to Official SoJ press releases indicates these men have no connection with Japan.

Maybe it's taking so long to make them because they actually took some time to looks through fan reaction and-
Bah! I can't even feign that explanation. It's probably just a marketing thing. You wouldn't want to bunch together too many Sonic releases (nope, they've never done that before!).
I wonder which they'll show something for first: the next HD game or Sonic 4-II...
