BlackSquirrel posted this on Sonic Retro:

It's a German video which includes a tour of Sega Japan. During the tour, several items of concept art are seen.

Gotta love Elwood!Vector there.

Interesting that Anton was redigned by Sonic Team (Hoshino?) as well.

I conjecture that these are lost, otherwise their absence from the recent ballyhooed artbook is utterly mystifying. Surely it wasn't to make room for screenshots and stock renders.

Apparently some hedgehog is wearing Madonna's dress. I'm also seeing a few Sonic manga characters, like Anton Beruka and members of Nikki's family. So was SEGA considering using those characters in something, or did it work the other way, where someone at SEGA designed the characters to be used in the manga?

Gotta love Jazz Lounge Singer Vector.

Someone from Sonic Team explained at one of those Sonic conventions that all the Manga characters were made by Sega specifically for the publication. That's why Amy later appeared in Sonic CD - she was a Sonic Team creation from the start. It's a bit like how Sonic Team designed that Sonic Shuffle fairy character for Sonic X.

Lumina Flowlight was made for Sonic X? Or was Cosmo made for Sonic Shuffle?

Yuji Uekawa designed Cosmo for Sonic X (That's why she looks similar to Lumina Flowlight), just like Kazuyuki Hoshino did Amy for the manga. It wasn't like the American cartoons where Sonic Team had no involvement with the original characters for those shows.
