Why Eggman's missile in SA1 was a dud

There was this crappy unfinished model of some Eggman vehicle inside of it.
No, really, some "SonicoCyborg" extracted this from the missile model in SADX. Why the hell an Eggman mech was inside a missile, I'll never know.
Was this known about already? I'd never heard of it. I'm kinda curious what that floating thing up top is for.

Because of something we call "Time limit" besides it was 1998, 3D was a lot harder in those days.

I remember those days. You used to have to join the polygons together with mud and hold them there until it dried. It was a tricky business, because you had to get the consistency of the mud
just right. You would color them with natural dyes.

That looks like the Egg Walker boss that Tails does fight. I can see the rocket packs and those "legs" look very similar or at least the feet do. It is missing two of them though. Maybe there was a cutscene where the walker climbs out of the missile or something.

Yeah, that's what I'm thinking. Tails' final boss was supposed to pop outta the missle but that was scrapped.

That floating bit looks like the connection point for the four legs. Each of those balls looks like a hip joint.

For some reason, I'm just not seeing that working out. For a second, I thought that might've been the seat that Eggman controlled the robot from, but that made no sense, so I dismissed it and decided to tell everyone.
