I'd go with the release of the actual game. The picture on the tour buses was more like an ultrasound image while Sonic was still in Naka's womb.

In the similar vein, what day do you consider to be Tails' true birthday?:
a.) October 25(Sonic 2 Mark III in Latin America)
b.) November 21(Sonic 2 Mega Drive in Japan)
I'm going with the former choice as that is his video game debut.

GG! updated the Museum Timeline. On November 7, J-pop band Dreams Come True unveiled their bus for their upcoming tour. Lo and behold, the Blue One. Go to the Sonic Museum and click on the links at the left side to see the timeline.
