"Polis" means city. Casino-polis is Casino City. "Hydro" means water. Hydro-city means water city. At best they're two words put together to make one and it still makes sense. Icefield? Come on.

Nah. Victor Frankenstein just wanted to prove he could create life for the sake of proving to the world how smart he was. He wasn't doing it to better humanity, he wasn't doing it because someone he loved died - he was the ultimate mad scientist. Screwing around with it because he wanted to screw around with it.

And the Monster wasn't stupid, but it wasn't intelligent either. It was basically an angry normal guy in the body of a monster.
