Maybe Frieza2000. I know it's just a cut-and-paste job, but the background and shark seem more ridiculous than even Bitey somehow.

Pokecapn (Of LP Sonic 2006) wrapped up his Sonic and the Black Knight Let's Play recently, and ended it with a runthrough of the game's bonus features, including the art contest winners. I didn't see any of the shark ones there.
