Indeed. That's the experience I've had in collecting McDonald's toys, too. Each MD gets a random selection of the toys, and never all of them.
It didn't use to be the way. It only happened fairly recently. Before, all of the toys would pass through distribution in one resteraunt.
Now, it's totally random.

They had food that turned into dinosaurs, and food that turned into robots.
It was awesome. I would get an army of robot happy meals and an army of dinosaur happy meals together. Then I would pit nature against technology. Metal against flesh. Past against future. It was the ultimate showdown of metamorphic fast food.

I seem to remember, as a child, having a little McDonald's toy that was, like, a soft drink container that turned into a robot. And another one that was some chips that did the same. Indeed. Apparently, they were called "Changables" and were McDonald's attempt to cash in on the Transformers craze without actually having to license the Transformers characters.
I've found the listing for the dinosaurs:
Happy Meal-O-Don, Quarter Pounder with Cheese-O-Saur, McNugets-ODactyl, Fry-Ceratops, Big Mac-O-Saurus, Tri-Shake-Atop, McDino Cone, Bronto Cheeseburger.
The Tri-Shake-Atops ruled over all the others. The McDino Cone was his lieutenant.
The Robot changables were:
Robocakes, Gallacta Burger, Fry Force, Krypto Cup (Milkshake), Macro Mac, C-2 Cheeseburger, and Frybot.

Yeah, I think I killed some brain cells melting action figures with frying pans and shit. That crap smells real bad, so we started holding our breath while doing it then throwing the thing outside so we wouldn't breathe in the fumes... good times.
And back when I actually cared to buy Happy Meal toys, back in middle school, You didn't have to buy a Happy Meal to get the toy and you could ask them which toy they had so you didn't end up with 2 Sonics and 4 Knuckles. I haven't tried to get the complete set of anything since the Mini Beanie Babies things way back when. Which I sold for a 100 dollars to some lady whose basement burned down. Not too shabby deal for either of us cause her insurance company paid me.
