I think he's thinking of The Sonic Zone's soundtrack page, by Soneet, was it?

idk, it was one of the first Sonic fansites that had a lot of visitors. The main page had a fanart of Sonic with his back to the viewer, with that 'never look back, got no regrets..' quote from SA.

Impossible to find, now that there are hundreds of sites called the Sonic Zone.

There was a soundtrack page on The GHZ. It contained information about each soundtrack release with track info and such. GG! axed it for some reason. I liked it.

Yep, that's the one. In fact, my first post here (under the guise of Echo The Purple Fox) was a link to Richard Jacques' Nights Into Dreams trance mix, because GG! said he wanted to hear it on that soundtrack page.
