It's possible. I mean Tails had a Volkan Cannon in SA2. Too bad the M61 "Vulcan" is a 6-barreled 20mm Gatling-action machine gun typically mounted on aircraft. The Tornado 2 has a 25mm single-barrel autocannon.If anything, they should call it a boomstick ingame.
For some reason the Japanese believe "Vulcan" is not a specific weapon but a class of weapons described by the term "Gatling." Airsoft M134 "Miniguns" are called Vulcans as well.
I also thought it was cute how they couldn't decide whether Gamma fired missiles or lasers.

I can think of a few possible reasons. Maybe he's employing their natural instincts into the robots' battle algorithms. Living creatures are more coherently random, which is helpful in battle. Another reason is that conventional fuel like oil or even magical fuel like fusion reactors are either limited or expensive. All that's needed to keep an animal alive is a bit of organic matter and certain minerals, which are abundant. There's also the possibility that Eggman is harnessing their spirit or life energy.
But I think the most likely reason is that he wanted to piss off Sonic. Maybe the reason he stopped is because it wasn't funny enough anymore. What I wonder is why he doesn't use rings. The physics surrounding rings is pretty strange, but they're all over the place and seem to hold a sizable amount of power.

Depending on their output, it could be possible to use Chaos Control without having an emerald on your person. It has been a few years since I played, looked at, or even touched Sonic 3D blast, though.
And sonic heroes doesn't even get capitalization priveledges anymore. It just doesn't seem worth the trouble.

The only issue with using animals as a power source is that you could get more energy from the food you give them then from their output. It would be better to process the icky's food directly into the robot in a sort of synthetic digestive system. From what I remember in biology you lose about 90% of energy from one tropic level to the next so using animals as an engine is incredibly inefficient. The Chaos Emerald theory is the only one that makes sense, that or the hippie one.
And in Heroes, it's possible that the 'bots are just battery powered or those spheres could just be Eggman's version of Chaos Drives or something.
