All three games will be there. I hope there's an option to choose between the region versions of the games (JP Bare Knuckle vs US/EU Streets of Rage), as there were some huge changes in the third game.
Both the original Mega Collection and Mini-Game Collection featured options to switch between regional variations of the games, so its likely that Gems will also feature a similar option. (Mega Collection Plus also contained all the variations of each game on the disc (including the rare first revision of Sonic 2), but it didn’t include an option in its interface to toggle between them).

I also hope they include the Game Gear versions of Streets of Rage.
I can't see any reason why Sega would want to exclude Chaotix, or why they'd intentionally want to include it only as an unannounced unlockable game.
Chaotix was mentioned in an interview with Naka from last year along with CD, Fighters and Sonic R, so it seems likely that the game will be included. Gems Collection is mostly likely the title that was announced at the 2003 Gamer Summit and so would have been at a fairly developed stage at the time of the interview.

Sega may have not yet announced the game because, like Flicky (which was also only revealed just before the release of Mega Collection), the game doesn’t actually feature Sonic (aside from a brief cameo in the ending). ^_^

The version that had Picky in it? Is it in the GameCube SMC at all? Is there a way to play the Japanese versions of Ristar and Flicky in the GameCube SMC?

Revision 1 contained a number of ‘bugs’ that were later corrected including Super Sonic in 2P mode, Picky in Casino Night and the end of level Super Sonic bug.

The SMC+ disc contains two Sonic 2 ROMs, one titled ‘Sonic2’, the other ‘Sonic2B’. SMC+ supposedly loads up ‘Sonic2B’ by default, so it's likely that the other ROM is revision 1.

I haven’t seen the SMC file structure, so I can’t really comment, although apparently it only contained one ROM titled, ‘Sonic2B’.

I forgot about those two titles when referring to SMC’s multi-region options. As far as I know, SMC only contains the American versions. SMC+, however, has a separate folder for the American ROMs (and manuals) so it’s likely that the Japanese copies of these games (and their manuals) are on the disc. ^_^

How would someone go about to play as Supersonic in 2 player mode?

I think it just involved entering the cheat codes as normal and then going to the 2 player mode.

I'm pretty sure I've gotten Super Sonic in 2 player mode years ago and even the debug mode, but I don't think it was a version 1 cartridge...though I can't check because I don't have a working Mega Drive at the moment.

Can anyone confirm the JP versions of Ristar and Flicky in the EU SMCP?

There must be a hidden code or something to access the version 1 of Sonic 2, just like the different versions of Sonic 1 needed codes to be accessed.

Would anyone be able to Action Replay or GameShark it?

I remember I got Super Sonic in 2P mode in Sonic 2 before. I think what you had to do was get all seven Chaos Emeralds in the main game first, and then die and go to 2P mode, and then try to become Super Sonic.

The only step I'm 100% sure of is that you have to get all seven emeralds in the main game. I don't remember if you have to reset the game or die to get back to the main menu.

Who couldn't love a game who's main characters include a kid on rollerblades, an elderly cyborg, a mincing transvestite, and a kangaroo in shorts?
