For things like cartoon/anime based games sometimes it's OK. Or if it's a new franchise it might be ok. The only two cel-shaded games I have are JSR and Wind Waker. It was great in JSR. By the time Wind Waker got released I was just so tired of seeing cel-shading that it didn't have as great of an impact on me as some other people. It wasn't terrible, but I didn't think it was the most amazing aspect of the game.
From what I've seen of XIII, it looks like they used it well since it is based off of a comic book and has the comic book boxes animating the death of the last person you killed.
Viewtiful Joe looks like it pulled off the style for it too, but I haven't really gotten around to playing that one yet.

PC Denjin (Bonk's Adventure) re-released on GC and PS2 have a vaguely construction-paperish look to the backgrounds, but it's just 2D texture so I'm not sure if that's really what you had in mind. It does look kinda neat in places though.Where is my game that looks like construction paper art?
I want to see a Sonic game where the lines and coloring perfectly mimic Uekawa's art. I've probably mentioned this before.

And my personal favorite, Mary Cassatt Xtreme Beach Volleyball.
You remember the impressionist style section in Chrono Cross? That was easily the most beautiful part of that game, other than the amazing soundtrack (I love you, Mitsuda!). Too bad the rest of that game still sucks.
And yeah, I think JSR was the first game to use cel-shading...
I enjoyed Wind Waker. It is, however, the only Zelda game I've ever owned, or completed. JSR was well-done as well. However, cell-shading would get very old were it used in every game. It's best restricted to the ones it suits. And for the record I'm very excited about the realistic Zelda.
[EDIT] From what I heard, JSR was the first game to use cell-shading but other games stole the effect while it was in development and were released before it. Wacky Races springs to mind.
