The first place I saw it was on Family Guy, and then again on The Boondocks. It was the same guy doing the voice.

The first time I saw the Bill Cosby thing was in Simpsons when they showed their own "Kids say the darnest things". Cosby asked what the kid like, he said "Pokemon", and Bill does his usual gibberish.

The Bill Cosby thing, I believe, started on that episode of the Simpsons that involved the death of Bleeding Gums Murphey. He mentioned he was in a guest shot on the Cosby Show, and that's how poor ol' Bill talked during it.
