You know sabot, as in APFSDS (armor piercing, fin-stabilized, discarding sabot) rounds or SLAP (sabotted light armor penetrator) rounds.

It's a pretty simple concept. It's a bullet within a bullet. The larger bullet allows for more pressure behind the package as it accelerates down the barrel. As the sabot and projectile leave the muzzle, air-resistance strips the sabot off which in turn imparts all the KE onto the final projectile which is typically of a much smaller caliber and is stabilized by fins (due to lack of spin stabilization).
