It doesn't look as pixelated as the first Riders but the track looks ugly. I mean in the first Riders the tracks were mostly forgettable but they weren't ugly.

The boards/bike look horrible as well.

I liked Riders, I know it had its flaws but I really enjoyed it. The story was crap and pointless, But I did like it. It was like a good Sonic X episode. One I know of from the top of my head is an Advance Wars clone for the PC Engine. Which fixed some slowdown and scrolling issues.

Depending on whether or not you like racing games: The Project Gotham Racing series are excellent. 2 has a good difficulty curve for beginners and apparently has got really good online modes.

DOA 3 or Ultimate are quite good as well.

Maybe they are talking mainly for the Mario side rather than the Sonic side. But yes, can't see where IGN is coming from on this one.
