In an interview Sonic Team confirmed that Rouge was based on a Latin-American star. I think it was Jennifer Lopez, but I might be wrong. I'll see if I can find the interview.

Here is a clip that is apparently from the movie Sega showed at TGS (although, I could be wrong).

Look at the top left corner. The clip is very distorted, but it appears to show a green thing jumping and then turning into a side scrolling rocket. Surely that can't be what I think it is, could it?
